Wordpress as a Saas - Security incident management system

Hi All, Hope someone in the community can help. I have a client that has asked if I can create an incident management system within Wordpress. Looking to save cost due to current crisis by not using another Saas. I have been researching plugins and believe this should be achievable but appreciate any experts thoughts on the plugin stack required to pull this together and how hey can be connected together. Summary of requirements: Security company that requires its managers and security officers(Users) to complete incident forms as they occur across the UK. Also managers to complete visit forms and audits as well. Back end will be able to analyse data, notify people when required based on data types and location hierarchy to match the organisation regional and management structure. Appreciate any affordable offers to review from Wordpress and PHP developers on how best to pull this together using Wordpress, available plugins, custom plugins, themes etc. I am able to provide hosting, Wordpress install, Divi premium theme and any plugins that would be required.
