Custom Plugin for LMS learndash platform

Hi there, I may have a small project for you. I have asked someone previously to develop a plugin for a LMS WordPress platform using learndash. The plugin they were supposed to deliver should have worked as follows: We have integrated a webinar registration page into our platform, so that once the user completes the course on our leanrdash LMS platform, they can register for the webinar by hitting a button to sign up. The new plugin we had developed for this was supposed to allow us to be able to choose from the list of users that had attended the course, and we could press a pass or fail button from a table of users, to choose who had passed the webinar, then generate them a certificate. This part has been done fine. However, another really important point, is that we need to be able to generate multiple certificates of the users who we have chosen to pass the course and and webinar, and send these chosen certificates to a custom email address. So, an email address that is not connected to a user. The reason for this is an employer may have purchased multiple courses on behalf of their employees and give them access to the course. Once their employees have passed the course and webinar, we want to be able to send the certificates to the employer, instead of allowing the user to download. We still want to have the option to autogenerate the certificates for any users that we choose has passed the webinar, when we press the pass button, we still want to have the choice to populate the certificate for the user, but we also want to be able to send the certificate to a custom email address if required. The guy who did this plugin originally said to me this can’t be done. However, I’m sure the right person with the right skills can do this? Can you help me with this? To confirm, we need to be able to choose certificates from certain users that have passed the course and webinar and send these multiple certificates (Links) to a custom email address. These certificates will be generic, but we need to make sure that the users names and the date of completion is populated on the certificates. Please let me know if you can do this, time to deliver and cost
