Build a website layout for a site

I am looking for a website developer for my web-based inventory management system. I have created the design to show exactly how I want the website. I have also created some pages which will be used in the development. Please make a note that I ONLY want the DESIGN and not the actual application i.e. only the layout of the website. The website needs to be coded in an understandable code format as this will be reused. Since this is going to be a simple website there's no need to use javascript or any other language or script(a very less javascript is fine). Price will not be raised as it is a simple project but needs to be a quality website. This code will be used by my students for them to learn, so please make it simple but quality work.
