Build a simple search term 'matching' app

A simple web app A ‘Search’ field Input a Search term. If the search term is not already taken then the option is to pay for it (via stripe) and to input a link to the destination of your choice for this search term purchase. If the term is taken then the search will take you to the link destination the purchaser input at time of purchase. Searches must necessarily be saved to a database and then any new search must be validated as existing or not existing with regards to the database. It must be able to scale to a fairly high number of saved simple text search terms. Obviously its not a real search engine, it just needs to store search terms and check against them when new ones are input. It doesn’t even need an account section, just means of notifying the purchaser that the search term is now theirs (email purchase completion notification) (though an account section where multiple purchases can be checked may be good) I will need to be able to have a superuser access or just to be able to delete a search term linkage incase some linkages are unsafe. I was going to build this in rails myself but need it doing quickly I will need some help deploying it. Any questions let me know
