Application to Display Notification Windows From XML Feed Data (Win & Mac)

What I'd like to have created is 2 separate apps, one native for Mac, and one native for Windows. I'm aware that Adobe Air can be used to create a single app that can be distributed cross-platform, but we are not interesting in having to tell our clients to go get Adobe Air, and install that, before installing our app. If you know of a way to perform a single, all inclusive install, without requiring out users to go and download Adobe Air separately, please let me know. The purpose and scope of this app is very simple. The app will read a web-based XML file that is updated at random increments, and when a specific set of conditions are met, will display a small window in the taskbar/system tray area of the client's computer. The software will also have to accept a 16-character alpha-numeric code, which it will check against out licensing server, on each startup. The app should be automatically placed into the startup process of the client's system so that it's loaded, by default, on each restart of the client's system. I WILL be selecting a winner for this project, one for Mac, and one for Windows. This is a very basic application, but should make use of custom fonts for displaying info to end users.
