tshark packets with no delay into a program

1. There is a website. 2. If I look in tshark, there are incoming and outgoing packets from my computer to this website and from that website to my computer. 3. I need: a) destination or source ip. For example, it will return either my ip or the website's ip. b) length of the packet. 4. I need to send them with close to 0ms delay to a program [into two arrays: an array of destinations/source and an array of lengths] (which can be written in autohotkey script, python, or, maybe, c languages, or something else [can be discussed]). 5. Upon receiving a packet the program should execute a script (I will write the script myself: it will check if lengths of the packets satisfy certain conditions and will play a motherboard beep). 6. tshark shows packets with 500ms delay, so there should be a way to send the packets to the program with 0 delay (or very close to 0).
