Simple Windows Application[Media Player + UART]

Hi there, I'm a long-term experienced corporate engineer - used to working with Korean and Japanese companies(fulltime, on-site). Anyway, I can develop this applicaiton for you using Visual C++(Microsoft C++ on WIndows). Some initial questions: 1) Is the video file to be selected manually, from your local hard drive? If not, where is the video streaming coming from? 2) WHEN is the SYNCHING going to happen, between PC 1 and PC2? I.e. what will initiate the UART(RS-232?) Serial comms? 3) Any other clarifications you wish to provide? 4) How will we test the software? Remotely?(thru Teamviewer ?)
