Virtual camera driver and application - repost 2

We need an expert in writing a driver that will allow us to use one webcam in multiple applications. That probably means creating a virtual camera that is always connected to the real camera and then every application using the virtual camera. Also we need an application that will have a drop down list of available cameras where you can choose to which camera is our virtual driver tied to. Then more then one application can use the virtual camera driver. An example of an application that does this is ManyCam or SplitCam. The OS is Windows 7 64 bit The project should be done in Visual Studio 2012.
