Kiosk screen

I need a kiosk type web browser so that I can select the site to go to before hand with a command line instruction and once the browser is open the only page it can go to is the one I have selected by command line (with a putty type application). The browser cannot be closed once opened and no other programs can be started on the touchscreen. A VOIP sip client must also be loaded and run in the background and can be rogrammed also in command line. Inputs must be VOIP server IP address, user name and user password. I will provide a computer loaded with Debian Linux and a static IP address.
