Build an FOREX Expert Advisor ( ROBOT)

I am looking to get an Expert Adviser developed that will use a simple logic of entering buy and sell stop trades. The EA will use the following parameters to enter a trade:- 1. (Current time frame) eg 15M candle close above the 3 period (3 Shift) moving average (adjusable in input tab) 2. CCI_2 period 18 is above the 0.0 line to confirm a buy signal (adjusable in input tab) 3. A buy stop order is placed X amount of pips (adjusable in input tab) above the current bid/ask price. This buy stop order is modified automatically every tick to follow the price downwards when price retraces to always be X amount of pips unless the price advances then the buy stop is triggered into a buy order. 4. Take Profit is Y amount of pips (can be configured in the inputs tab) and the stop loss is stealth at Z amount of pips (also adjustable) 5. Once the trade is in profit, a trailing stop (adjustable) is engaged to lock in profits 6. If trade is at loss, another trade is opened in the same direction at a certain pip step (martingale) as long as the CCI_2 is still in the trend direction 7. Both trades will be closed as soon as the price is in profit at break even + a few pips in profit (the idea of mean reversion) 8. Maximum number of trades to be opened will be determined in the inputs tab 9. If the candle close below the moving average, no more buy trades will be entered. We wait intill the price hit stoploss or the CCI_falls below 0.0 to signify the trend change in which case the expert adviser will automatically close all buy trades and open sell stop. 10. The trade logic starts again from number 3 above (i.e. if the opposite is true) OTHER INPUT FUNCTIONS 1. Time control for for when the EA starts trading to when it stops (8gmt - 18 gmt) 2. Automatic lot size adjustment based on the equity value 3. It should work on current time frame 4. There will be a money management feature to stop all trades at % of equity after which the EA doesn't trade for a few hours after that. (adjusable in input tab) 5. High Impact News filter a few minutes before and after the news release, where by the EA either closes at stop loss of take profit.
