Project with different languages scripts which need to combine (Cake, Smarty, Codeigniter)

Read till the end First: Project price around 500 usd.(plus some bonus if all works will be done per 3 weeks) But later like superviser (will need to maintain) of this project you can get money by few hundreds dollars as minimum each month again and again till this time till you supervise this script. If you dislike this price - just ignore this project. We need some freelancer who have skills, this price is good for him and he want to get money from supervising for years. Need to Finish project which is created already on Cake PHP (need to renew Cake or rewrite to other PHP) ,part of it on Smarty PHP, Codeigniter too. Will need to combine them all into one project(not rewrite but combine). This is Petition website must be by Countries and categories, agents and donations, jquery World Map, with notification bar, responsive design, mobile version. With all requirements which made this website safety for users and their information, multilingual. Want to find freelancer which already have skills with petitions and design. Lot of works is already done. Categories or parts like Donation, Agents, Managements script we have created already (just i wrote they are on different languages) Developer must have online server where works will be done till created script will be installed on our server.
