Porgrammatically create website folders with index change from csv upload

At the moment, I am currently making web splash pages for a client. He reuires 500 websites of the same template just with different information. Currently I am manually copying and pasting folder, opening the [login to view URL] and doing a find and replace for the business name, business area business address, telephone number, lat co-ordinate for google map long co-odinate for google map I am looking to have a php script built where I can import a spreadsheet and it will automatically create the folder (with all the required .js files, css, etc) the exact same file structures but I would like the index to have been generated with the correct information. This will mean I can automatically create for example 100 websites from the same template just with different details instead of doing a find and replace manually 100 times. I will then just drop the folders into the ftp for each domain. Woulld be great to be able to generate automatically He will require mor ein future so i would like this app built to run on XAMPP locally so whenever i need to create splash pages in patch i can use this script. I understand you may want to change it from [login to view URL] to [login to view URL] that wont be a problem.
