Php Text Templating and Management System

I need someone to build me a templating and management system in Php. It will manipulate text. It should also run on the command line (linux). It isn't very complicated, but it does some interest things, so I'll need to upload the project spec to you. I will only communicate via PM. All Payment through GAF. I have been burned by a web designer on this website, so you show me the work, then you get paid.
