Payment Website & Smartphone App

I need a dynamic multi-language website payment gateway front end and portal for utility and other bill payments from previously registered customers along with a smartphone app for iOS and Android. Each customer must be able to select a list of billers or payees to save in their profile for easy selection when paying the next time. Customer should be able to select billers based on country and by state. One of the services offered is international mobile TopUP, therefore customers would be paying with different currencies and billers could also be paid in a currencies different from the customer. Our backend gateway has the different currencies which are updated daily. The customer signup form should allow the customer to upload an image of a driver’s license or a national ID. Customers must be able to add funds to their account using a Credit/Debit card, Bank Account or PayPal. From the funds in their account, members could pay their bills or send money to other members from the site or the mobile app. Members/Customers could be from any country, therefore the customer must see the amount being sent in the recipients’ currency before completing the transaction. The site should allow merchants, billers and customers to view their profile and request funds to be transferred to a bank account if needed. The site should function like some example sites that I will give you. API integration for sending bill payment data to service providers is provided. API to integrate the website into the Gateway for payments by customers or adding funds to their accounts is provided. Site must have Backend for administrators with different access levels and able to add, edit or delete customers, merchants and billers. Adding deleting or updating the list of billers. It should also have the capability of sending out email from templates. Basically, there are three types of services offered. Member/Customer: Signup, Add/withdraw Funds. Pay Bills/TopUp, Send Funds to others, Manage payees. Merchant Services: Signup, Add/withdraw Funds, Download APIs Biller Services: Signup, Add/withdraw Funds, Download APIs I will provide the flowchart for the smartphone app. No Advance Payments. I will pay a milestone payment of 25% after the project is about 50% complete and looks promising. I will pay another 50% of the total cost when the project is completed and the remaining 25% after testing and final handover. Note: we need at least 30 days to test. Continuing development of this and other projects is possible if we’re satisfied with the quality and on time delivery.
