The program / script must be able to read a HTML file on a windows system, search for a certain string and need to send an e-Mail when it finds this string. The HTML file has a defined table set, where a time information can be found in one table col, this should be compared with the systems time and only the events found in the meantime btw. the current system time and the last run of the program / script should be checked.
