local money to crypto exchange website

Hello. I would like to make cryptocurrency website. Project will be like biggest trader websites, but not crypto to crypto. will be use local country money. Users can sell or buy coin with order. Website will get %0.01 fee on every trade. Wallets can creat from [login to view URL] or etc. I dont want to pay for wallet blockchain system. Only for working system. Can be free template also. No need to design it unique. can be use bootsrap basic css etc. For now, I need few coins. I will give details in private.
