Build Telegram bot to send message at specific time to a specific person and to everyone

Hello to everyone. I need a bot to send message with attachment (pdf or image) to single user at time (for ex. send message to Luke at 12:45 on 16/05 with Hello! as text) and message to everyone at time of the specified date (like personal one but for everyone) with a simple web interface for schedule. I have shared web hosting so the bot is better in php and javascript for less expensive manteinance. The bot is for one-user (me) so I don't resell the code but maybe I need some future update with more function. The time is not a problem, if more time can help to reduce cost it's better
