Automated TopUp system

I need you to build a software with instructions to automate a task for me. The outcome I want to achieve is to automatically add credit to about 500 prepaid phone numbers every week. For example, on the first week of the month, the software is to autorun and open the excel file and manually add credit to the number one by one. It has to do this by checking the balance on a first website and then topping up as required on a second website. The first website will not have a log in but the second one will have log in details to enter. After the website will say if the top up was successful and the software has to then create a report of successful or failure and to retry the step if failure. It has to do this for about 500 numbers. Attached is a sample of how the excel should look and what features I want. Things to note: You have to include instructions to run the software and ensure that future features can be added to query current account balance on another website and then use the amount given there to determine the top up amount to credit the account.
