Develop a desktop vce reader/player for windows

I need a software developed for windows desktop to read and act as player for vce files. I have recently created my VCE Exams using the VCE software from [login to view URL] , but now I need a custom software to play those files the usual way the VCE Player from the same company does. Please for clarity visit [login to view URL] and download the software demo to see exactly what I mean. I will want software to have same features of original player but with different design. Also, I will be selling this software, so I will need the software to authenticate locally. Probably with the use of MAC address or any native machine authentication, so user can only install application on one computer with keys or something of that sort even after the computer has been formatted to factory settings. Freelancer should be able to come up with something that works in terms of restriction of application to one computer. This is relatively a small project but I will still state that each freelancer should state clearly what he/she can offer for above project. Any cut and paste bids will not be responded to.
