Can't login into wordpress control panel - tried updating database tables already -- 2

In the past week our wordpress login panel stopped functioning. It doesn't allow login even after changing the user password through the wp_user database. It also doesn't send out the reset password email. I've gone into phpmyadmin and updated the password and also tried disabling the plugins This worked yesterday, but today the problem happened again and doing that did not fix it.
