Build an online training center website in Arabic (RTL)

I'm looking for someone/company to create a website for an online training center in Arabic (RTL). Features: - Full admin panel to control everything, including: - Adding/editing/deleting students and every student must have access to the courses he payed for only - Adding/editing/deleting courses - Edit the payment methods - Get detailed reports of all the payments made - Ability to upload the course content (videos) and publish them in the course page - Ability to add offline courses, and this should have the following: Course name, location, price, and the instructor and this should be displayed in a nice little page in a table.. and people should be able to register in the course they want and we should get their information in the admin panel - Landing page for every course (Details about the course with a purchase button) - Dashboard for every student that contains all the courses he purchased - When a student purchases a course, he should get access to the course content. The course page should be very simple, A sidebar with the course content (lessons and units) and the rest of the page will be the video of that lesson. - Students can redeem promo codes. Admins can create these promo codes! - We also would like to have a custom section for offline courses (not videos; physically at our place), this should be simple... People should only be able to register their information and we should get in the admin panel. - Integrate with live support services so we can chat with the users. The website should have a nice, beautiful, and eye catcher design.
