Joomla additional functionality

I need a php programmer that is well-versed with Joomla 1.5.? The project will add an article submission functionality to existing Joomla 1.5 version.? The modification will be an add-on to joomla's existing functionalities. Basic functionalities includes: a) registration of new users b) removal of users c) User control panel where they can view only their submitted articles, submit new article and view the number of hits of the article. d) for admin, another Article submit menu, where they can view all the submitted articles, and approve/decline for publishing. e) initially include script to receive articles through POST method from Article Marketer, iSnare, ArticleUnited, etc.. f) capability to receive and send RSS Feed to and from other sites. ## Deliverables specification will be given when award of the project is given
