wifi Captive portal

I need a web page developed that will act as a captive portal for a wifi setup. Customers will be directed to the page via the controller, at time of redirection additional information will be sent to the page (where the customer came from, where the customer is going). The page needs to have 5 areas. 4 of the areas will be used for advertising and the 5th for authentication. Each advertising area may be a single area or multiple cells in an area, each cell may contain an image/flash (advert). Each area will have a script running to pull the adverts into that area from a repository for that area. So 4 repositories. The idea is to sell each of the 4 areas to different agencies who can manage their own adverts. The 5th area will contain username and password with a submit button, once the button is pressed the data is sent to an authentication server (radius) that will respond with success or failure. If failure then appropriate messages need to be displayed, if success then information to be sent to controller via an API call and customer redirected. When the customer is redirected, depending on where the customer came from, or depending on the information sent, the page will pull in different repositories into the ares. This will be like location based advertising. So I may have 2 areas for national advertising, and 2 for local location based advertising. Hence you will have lots of repositories but only 4 of them will be used on the webpage depending on who the user is.
