Adult project portl side design and function

I wish to create an adult website similar to adultwork . com or backpage . com, although site has to be better in function for user and also for end user. This site is to be a site where adults can provide services of their choice, alternatively sell products, from their own portal. This portal site will have a free registration but paid for featured listings etc. The site has to have real users, organically grown, and SEO to suit UK and N. Ireland scene. ]Links from the site will include links to dating sites that I own or cam sites that I will create an affiliate link from. Via banner ads which can be offered for rental as an income generator. I need someone who understands what I require, and also can create this within a reasonable timeframe and at a very reasonable cost. Further upgrades to the site ideas are appreciated.
