Update a Kiosk Program built using FLEX, HTML5, PHP and Javascript - repost

We are looking to create a long-term relationship to complete ongoing major renovation of our Digital Signage Kiosk program, LOH Vision.\r\n\r\nThe online-based kiosk program was built an an interactive display screen. Each of our clients have their own profile where they upload content to be displayed on the screen.\r\n\r\nThe Admin Control Panel was built in FLEX and the FRONT END was built in HTML5. We used PHP as the language.\r\n\r\nYou can go to the site to get information on the program ([login to view URL])\r\n\r\nFirst Update to the system is to fix an issue with the Google Maps API.\r\nAdmin Users are currently unable to upload any content to the program becuase of this error.\r\n\r\nSecond Update is to create a Local Cache system that saves most of the program data to the local CPU. This is needed just in case the internet goes out, the system will still function as if were on the local host. Here is a breakdown of the tasks:\r\n\r\n1) Update the database on live server so that we can handle the sync mechanism.\r\n2) Updates the queries so that it will insert time stamps in db to indicate the last update time.\r\n3) Create live server scripts which will check a given timestamp (the last time when client was updated) and will give all the updated data back to client.\r\n4) Create client side cron script which will ask live server script to get the updated data. Also it will be responsible to download the updated files and store in local machine. It will also be responsible to update the local database with updated data.\r\n\r\nP.S. It will download the data fast on local machine but it may not improve the performance of page (and hence it may still crash the page) because of many videos, scrollers, image animations running on the page.\r\n\r\nFollowings is the outline of requirements:\r\n\r\n1. There will be individual web server on each machine where wamp is installed, so each will have it\'s own database and web server.\r\n\r\n2. The website will run from it\'s own webserver on machine.\r\n\r\n3. There will be master server (like current one, [login to view URL] etc...). They will update data on this master server only.\r\n\r\n4. We will create a cron job for individual machine (which will run on the machine every midnight). This cron will go to master server and check if any new data has been added. If so then it will sync all master data to local database.\r\n\r\n5. We will also create a script (cron may work here if possible) which, when I run manually on local machine, will immediately check master db for updates and sync the data from master to local db.
