API OCR Expert for building Program/Application

I need a program that will capture a tweet (an image) with a hidden code, ocr technique and be able to send the hidden hashtag via direct message from multiple accounts in 1 second or less. Needs to work on mac/windows and I need to be the admin and capable of licensing software to computers.\\\r\n\\\r\n\\\r\n\\\r\nThe program will need to do the following when running:\\\r\n\\\r\n\\\r\n\\\r\nRead the incoming tweet from followed account. Tweet will have picture and image link included.\r\n\\\r\n\\\r\n\\\r\nImmediately opens link, decodes picture, and sends direct message with correct hashtag.\\\r\n\\\r\n\\\r\n\\\r\nProgram needs to be able to add user accounts (Screen name/ Password), shoe size, account to send dm to.\\\r\n\\\r\n\\\r\n\\\r\nSends messages from added accounts to whomever you choose to follow.\\\r\n\\\r\n\\\r\n\\\r\nListens for a tweet and send all dm\\\'s to where they intend to go in milliseconds (under one second).\\\r\n\\\r\n\\\r\n\\\r\nDelay option in milliseconds.\\\r\n\\\r\n\\\r\n\\\r\nLastly it needs to be a user friendly program or application.\\\r\n\\\r\n\\\r\n\\\r\nPlease only send offer if your serious and capable of doing everything I have listed
