php & .net programmer Consultant

I need a top level programmer to review source code of a project and ensure it's all working perfectly the way we want it to. IT's .exe code where user installs on computer and written in php. My biggest concern is will this be able to handle a high volume of installs, like 100k per day or is that not a concern. ie. If it works for 1 person, it should work for unlimited. I hired a non programmer to do QA in all OS's already, however I'm just a bit paranoid and I want this to be very solid before releasing it to public since I'm going to be paying a lot per day to companies to bring me installs each day and I want the infrastructure to be solid. Also, you may have several recommendations on certain things that could be done to enhance or make it better. For example: You might see the installation could be much faster and advise my programmer what to do. Another example is my programmer says installation is not customization since it's in php, but maybe you know of a way that is possible. Things like this Also, We already have an exe software which is pop up software, but it doesn't do below at all. We want to incorporate it by adding this within the exe file. Can you let me know how you would do that and how much it would cost. I mean would it be as extension plugin or could you include it in the download exe we have now?
