Facebook Video-Upload / Voting plugin needed

I need a facebook plug-in which allows the users to upload videos to youtube combined with a voting plugin. I know there is still an upload possibility in facebook.com. I also saw a voting plugin. What I need is a voring plug-in which ensures that every user only votes 1 time. The voring range should be from 1 = very poor to 5 = excellent. Problem with the project is the time frame. I need to know if someone is able to do the job at monday Decemer, 17th. Deadline to be done with the job is January, 8th. Please do only bid if you really know the Facebook API and know exactly how to do the job.
