GPRS packet communicator and parser

Need to implement Camera /RFID Tracker protocol attached here with and coding of listener to be able to handle 1000 request per minute on port. Data comes on a port and buffered to save data in mysql locally and uploaded to website. Incoming Data should be handled in such a way that latency donot comes. The data should be displayed in Display box, On Right User see the list of ids, When select any id user can see the popup of broken packet and if the last packet has picture or RFID tag it should display in relevant box, There is selection box to set time interval in minute for picture upload. Experienced programmer who can do this more fast is preffered. Payment will be release in 2 parts Once the GUI and listning with RFID complete and source code released and tested and other when release and successful test of Camera code
