Stolen computer locator

I need a special software developed which a user can download onto his computer. This software should not be able to be deleted at all, even with a reload of the operating system. The only function this software must perform is, whenever the computer accesses the Internet, visit my website and leave a database entry with information such as its IP address and all other info possible. This script / software must therefor be in a position to inform a user when last the computer accessed the internet and from which IP address.
