Newly registered domain name whois harvester

We would like a Windows application or a web based application creating that we can run on a subscription model. The software will collect information about newly registered domain names using the data that is sent to internet name servers. The software will perform a whois look-up of newly registered domain names to find the owner information. It will use filters to discard any domain names with privacy features activated. The user will be able to define filters that will queue up automatically generated emails personalised with the owner name and domain name. The user will be able to edit the matching filters and the email template. The user can then go to another tab to see the list of emails waiting to be sent, he can view and edit the emails prior to clicking a send button to deliver all the emails through the user defined smtp server.
