Custom TGP script

I'm in need of an intelligent TGP script preferably written in PHP, RoR or python would also be acceptable. The script should allow me to upload a .zip / .[login to view URL] / .bz2 of images and take me to a page where I enter tags for each image uploaded. I should also be able to enter an affiliate link for all of the pictures in the archive. Again, I need to be able to tag the images individually, but only need to enter the affiliate link once. I also need categories. Users should be able to search by key phrase, tags, categories and date uploaded. Users should be able to select if they want to see a list of galleries that matches their search query, or pages of thumbs that best match their query. In the second case, images from many sets would be combined into the search results. I need a basic admin interface, I'd like some simple AJAX for the user interface (make the search feature as easy to use as possible). Finally, I need to be able to easily edit all styles in a convenient, single style sheet. I'd prefer something already done which I can just install and begin customizing. Budget max is 100.
