Stage 1 only - ECI contract model - conversion of flat sql tables to dynamic database and user interface plus CMS

In proposal say "I have submitted the proforma tender response". You must actually submit it to be considered. Note this is a special tender process. Tenderers to be considered need to complete the attached tender response form. This initial contract is an Early Contrractor Involvement contract. Broadly speaking, we will use this process to select 3 tenders who will: 1. each be paid $100 USD each or another agreed amount 2. Are required to develop with us the architecture for the new platform and 3. Are required for that architecture, to feed into the final specification for the work. Based on this, those 3 tenderers all have the change to get the balance of the contract. Only 1 contractor will be successful in stage 2 and 4 - which is the build. Stage 1 - functionality specification - outputs are: - Proposal of tenderers - Decision on top 3 tenderers based on experience and quality of example work Stage 2 - Functionality opportunity assessment and architecture consideration  Provision of desired functions to tenderers  Tenderers consider their expertise and architecture proposals  All tenderers offered information about solutions of other tenderers to consider Following this stage, we will work to complete:  Final architecture output required  Final specification for the work Stage 3 and 4 are not included here. Successful tenderers will be given the opportunity to tender for the final specification. The work involves the conversion of 7 flat SQL tables into a dynamic database. This stage involves the creation of an architecture plan for the platform and the specification for those tenderes to price up the final job. The user function needed is to allow users to create their own groupings / table joins in a user friendly interface to those existing databases. There are presently 7 broad sets of common meta data across the 7 tables, with 131 million combinations of meta data.
