Ubuntu utility/script that will run and terminate other scripts

I NEED SOMEONE WHO KNOW WHAT HE/SHE IS DOING - DON'T WASTE MY TIME, DON'T TAKE THIS PROJECT TO LEARN PROGRAMMING. BID ONLY WHEN YOU KNOW EXACTLY HOW TO CREATE THIS UTILITY I have a MySQL database with pages that need to be tracked at the moment (approximately 100 pages on average). Maximum will be up to 500. I have phantomjs / casperjs script that is able to track the page itself. The script accepts page url as parameter. I need an utility that will run on my Ubuntu 16.04.2 LTS server, it will be regularly querying my MySQL database to see which pages need to be tracked. If there is a new page, the utility will run a casperjs tracker with page url as parameter. If MySQL shows that this page no longer needs to be tracked, utility will terminate the casperjs script. When the page expires, the casperjs script can terminate itself before being terminated by the utility. SO: the utility will be launching, terminating and restarting (if any error occurs) casperjs scripts given the urls stored in database.
