Write an Android phone/tablet car inspection app

Need a car inspection app to be built Inspectors will use this app to go to a vehicle location and inspect all its relevant information. Inspector can take pictures and upload images through the app related to the vehicle (for example passed emissions test certificate or insurance image, etc.). Inspector can write notes in the app. Inspector can check certain check boxes specific to the inspected vehicle and (for example passed emissions test, or passed tires test) Inspector can work in remote locations without cellular data - so app must save information offline and submit it when internet is available Inspector can upload information about the vehicle driver and vehicle trailer (truck trailer) and can upload images related to the driver / trailer. Inspection data to be transmitted to API on server side, Sometimes Inspection is performed in remote location, so data will be kept in the app until connection is available, then it will be submitted.
