Can you make simple Trailing EA in 2 hours?

The EA will only exit existing position when price crosses Moving Average set by user and new candle opens or full candle opens and close below the Moving Average in uptrend or above the Moving Average in downtrend. It will also have expiry date set in the source code. Two (2) hours maximum budget. Input attached. I'm here because our outsourcing agent did not perform well.
