In QQ messenger there are groups. I want a group to be linked with a IRC channel OR a Slack channel. With some kind of Relay-Bot/Script. It is totally up to you how you solve the task. I can provide a VPS (Linux), a QQ account, the QQ chat room number, the IRC-Server & Channel, Slack user data or a Slack (Hu) Bot token.
