automat the creatuin of subsite in multisite networking

in wordpress multisite network there is an option for user to create subsites in the network. before he create the site he choose template that was premade with this plugin new blog temlate [login to view URL] basically I Created 4 site templates: $RTL- arabic = 1 RTL- hebrew = 2 LTR - english = 3 LTR - LATIN = 4 this templates are live sites with the same plugins but with different settings. So now user choose template》register》mail notification with activate link. all good… For dedicate user browser details you can use any plugin like GEO my WP - [login to view URL] or IHS Geo Location - [login to view URL] now I want to automate the process in this way: user arriving to the site function dedicate user details: $city_location function to check if site from this city location was created. if true》redirect to the subsite if false is browser rtl && language arabic 》choose template $1 is browser rtl && lang hebrew choose template $2 is browser ltr && language is any latin choose template $4 else choose template $3 timezone- will be set automat in site details city location- will be automat set in site name and permalink and set this detail in one of the plugin and redirect user to relvant site according to current location
