exe creator package - simple job

I would like to have a program made that allows me to create executable files that perform basic batch-file type functions. This should be a very simple program for a good coder....probably 1-2 hours work. I could probably do this myself as a batch file, but want something that looks a bit more professional. Easy job so expect the bids to be small. NO OUTSOURCERS! I wish to work directly with the coder! Preference will be given if the coder can make a demo for me to test.
