Build a Mobile App and Published for free download on Apple & Play Store

Hi, I need to build a mobile app about a martial art to get to know the academy where I practice, so show photos and videos of techniques, schedule of the practices, history of the club, name and photos of the instructors. The idea is to promote the club, so there is no intent to charge for the download of the app, but it would be important if is possible to published on both stores (Apple and Play), which means the app should met the requirements for both platforms (iOS and Android). The app should also have a widget display with the social media feed of the club in order to keep an updated segment for news, along with the fixed media explained at the beginning. Another feature is a section to get in touch with the club, so he people could write an email. The app should be responsive and easily to adapt to diverse devices (like smartphones and tablets), and also with the direction of the device (standup or sideways). My budget isn't very big, because I just want to get something back to my club where my kids also train, so if you have a high rate please do not apply. I can help with the mockup, photos and texts, I just don't have the full process of publishing on the stores and even my knowledge on native apps is very limited, I think I could help modeling the app. Let me know if you have any question.
