3d Animation

Hello, This is a 3d animation project for a medical instrument manufacturer and for that I need to submit a test file. I have attached a few images of the instrument, which will be the main character in the video. We need to give this instrument a personality, which is between real and cartoonish (but not funny). For the test, I need character illustration with different views and a few expressions. And after that a 3d test animation of this character of a few seconds. Let me know whether you can do both the part of illustration and 3d animation or either one of them. The cost mentioned is for 1 video of around 3 min duration, including the test file. Please let me know your thoughts on the same. Looking for artist preferably from Mumbai, India.
