Help needed with existing responsive EMAIL code not working on Outlook properly

Previous freelancer did not test fully enough the template created and now my client has issues on Outlook 2011. Screenshots from Outlook 2011 attached and also HTML which you can view in browser to see how it should look. You can see the content has wrapped down instead of being in columns. Also the footer is wrapping and not central. Need these issues fixed ASAP please. See attached PDF of how it should look on Desktop and then Mobile. Very small job that needs someone to just adjust the code to make sure it is ok on all Email Clients - you MUST have testing software and send me screenshots of how it looks on all devices and major browsers. It will be tested on Email-on-Acid. Needs to be fixed within 24 hours. NO TIMEWASTERS! I am sick of freelancers saying yes yes yes and then not delivering quality work. If you don't fix it, you won't be paid. Thank you-
