Hi, I understand that you need question asking platform, you need a profesional look website and good content management. As you say you have PSD and know some functions which do you need. But you forget other functions which is must in that kind of the website. Ex: login for admin and moderator, questions management functions (delete, comfirm), question category creation, add/remove moderator status, contact add/remove, page add/remove and etc.. But I here to help you. I can build you a website like this using Wordpress CRM which will give you almost all functions you need and I add others which is missing.
