Upgrade Existing Website

We have an existing CakePHP website that has a front end (for visitors) and login-protected backend (for uploading data). We need to update it with modern code (Laravel 5 and jQuery), make the site more responsive (new design, professional look, work in mobile), and code it neatly. The Front-End for visitors: The website is very simple – it has 5 static pages, and 1 visitor login form. The visitor logs in using their date of birth, last 4 digits of their social security number, and their last name. If a match is found, they are then presented with their account information showing their account details, and how much money they owe. The visitor can then enter an amount and pay (this uses JavaScript to send an amount to a payment gateway outside of the website). Once the payment is made, they are taken to a “thank you” page. The database itself is not updated in real-time, this is done manually on a daily basis using the back-end, so after a customer makes a payment, nothing special needs to happen. There is also a “contact us” page that would require some programming. The Back-end for administrator: 2 Tables: • Users - The back-end has a users table (administrators for login, password reset) the way we create a new user is manually through phpMyAdmin, so no special mechanism needs to exist in order to “register”, we just need password reset functionality. We can use an email and password for logging in. • Records – this table has all the records for the visitors (first name, last name, date of birth, last 4 digits of ss#, amount owed, address, etc.). The following are available on the backend for this table: o CRUD – Create record, Read record, Update record, and Delete record. o Upload CSV (excel) file for mass update / creation. The way it works is, if the person is already there (matching last 4 digits of SSN, last name, and date of birth) then the record gets updated. If the person is not there, it gets inserted. Finally, the record on the website is removed if not found on CSV file. The code is already there and has been working great. o Mass Delete – Delete all records We have a laravel / web developer in-house which will be supervising this project, however, they are currently involved in many other projects and is seeking help. If we like the person we are working with, the quality of their code is good, then there are many more projects to come. In short – we need to convert code from older CakePHP / JavaScript / Non-responsive HTML to Laravel 5 / jQuery / HTML5 responsive.
