MS Excel or Word expert to help with brief project

Looking for help for a small document formatting project to help me design a basic checklist Word, Excel, or PDF that I want to have checklist items/sentences to enable a 'mouse over' graphic/image. I envision this literally taking less than an hour, but I could be wrong and if so will pay more. If this is to be done in Word or Excel the problem would be it needs to be done in version 16 which I believe this feature of doing something like this is not available anymore for this version. So I need an alternative way to do it, or I need help in designing the document to reach my desired goal of being a really intuitive and good looking document that has compressed images of some sort. What I am trying to do is simply help a prospect client user of my web based platform navigate the various sections/pages of the site. The checklist is helping them navigate the platform for the first time and so I want them to use the guidance sentences on the checklist to help them find a certain page we want them to reach. Once they navigate to that page on their own, I then want them to be able to confirm that they reached the correct screen by hovering over or somehow activating an embedded image of the correct screenshot that we pre-loaded onto the document somehow. So kind of like a test document where the user can check their own answers by viewing the screenshots to see if it matched up with where they navigated to.
