Build a PDF oscommerce Website

I have current hosting at ixwebhosting.com. I need a site template/structure built that allows someone to select a specialized document they need, they enter information in a form format to be merged, parsed, paid for, and emailed a receipt with link to desired document. Data input should be minimal and checked verified when possible. Redundancy very very very minimal. I have data bases of US zip codes so, when entered, the state/county/city/rural designation/PO Box designation/population and other data can be automatically populated where needed and/or reported for trending purposes. information, especially automatic populated information, should be agreed upon (i.e. "Detected language: English. If we are wrong click here") prior to final user payment. I need for the process of future revisions to be provided so that I can retain the flexibility of handling that myself. However, after this project, I anticipate more help needed in projects related to marketing a website but I want to see how this goes first. I've been trained in Cobol and RPG (yes, I'm over 18 and have forgot it by now) and have moderately utilized Excel and Access. I've produced video using Adobe Premier, I'm learning Flash and I'm familiar with Web Templates available although I don't know exactly which one might be a fit for this. If you advised me on a turnkey template, I can safely say I would be not only grateful but indebted to use you for future projects period. I say this to say that I feel I can be easy to communicate with. There are many sites like what I'm asking for so I'm looking for someone who has experienced this type of project and can do this quickly, efficiently, and accurately.
