Rate Analysis Project in Excel 2013

We are looking for Single source of knowledge where all excel files can be referenced with each other and Rate analysis can be done easily as and when data changes or updates. I am not sure if we really need separate database for this project like Microsoft access to link excel with it or Excel spreadsheet itself can handle such type of data. We are attaching a high level project scope document to understand and screen designs in excel for your overview. Detailing and fine tuning can be done as per mutual discussion. (Note: Knowledge of excel VBA , pivot and power pivot , tables, named ranges, arrays, data validation, functions, conditional formatting, charts and graphs, linking with external data (Other excel spreadsheets / Database) is much required to execute the project.). People with prior experience of executing this kind of project can apply. We are also looking to store the data and create the Intellectual property for our company for future references.
