Hello, I can design a circuit that will comply with your requirements, however I think a prototype should be build for verification and possible debugging which is not something you would like to be done in an emulation software. I think an AVR is good enough to handle this and will reduce circuit size as you'll need some optical devices for isolation. Please note that my price includes building a prototype and delivering it if you wish. BOM price not included.
