Use Google Apps Script to Load SEO reports into BigQuery

We have CSV report files that need to be uploaded to BigQuery. All reports are the same layout and the report file name is the client name. It is automatically updated weekly. We need the a script to automatically load the data into BigQuery when the CSV file is changed. Prefer to set it up using a script like [login to view URL] but open to any comparable solution.
