How much can you control your website (supposing you want to run this script on public web server)? For some services you need the system root/administrator security privileges can be required, generally not available on say shared hosting package. 2. Regarding to #1, what programming language can a "scraping" script be written in? Can you run PHP, Python, Node.js scripts/apps on your server? If you have a server in the web (not physically in your organization) you can ask for your hosting support regarding that. 3. And finally e-mailing. The number of e-mail messages sent by an hour is usually hard limited by ISP. Practically this means up to 1800 messages per hour (and 100-150 in one "batch"), usually less unless you use email (list) provider that has arrangements with ISPs. But I guess this will be enough. Of course I would need a list of the job portals you would like to query for to test - and they might have connection limits as well or can disable access for (usually) 5 minutes before you can try again if querying their service is too aggressive (several attempts per second etc).
